Provost issues an update on the new Strategic Mandate Agreement with province

Lisa Philipps, vice-president academic and provost, issues the following message to the University community:

As you may be aware, the provincial government is establishing a new Strategic Mandate Agreement (referred to as SMA3). This is a foundational agreement between the provincial government and each Ontario university, setting out:

  1. our enrolment corridor over the next five years of the agreement;
  2. our institutional strengths; and
  3. targets on performance indicators that will guide government funding for the period of 2020-25.

At last month’s Senate meeting, President Lenton provided a brief update and we would like to share this important information with the broader York community.

Earlier this year, the Ministry of Training Colleges & Universities (MTCU) informed all Ontario universities that there are 10 performance measures that will be used by the government to determine a portion of each university’s funding. These metrics fall into two major categories: 1. Skills and Job Outcomes; and 2. Economic and Community Impact. Nine of the metrics are being established by MTCU, and each university has the opportunity to define one Institution-Specific Economic Impact Metric subject to MTCU’s agreement. Each university will also have some discretion regarding the weighting of the 10 metrics. Institutional targets for each metric must be agreed on by government based on recent historical data.

As we move forward, we are committed to holding broad internal consultations to determine how the University can optimally demonstrate our performance in a way that aligns with and continues to support our vision, mission and academic priorities in the SMA3 context. I am consulting with the Academic Policy, Planning & Research Committee of Senate (APPRC) to determine the best way to facilitate input from the broad York University community as the ministry clarifies its timelines and processes.
